--preliminarily establishing a 50 km2optoelectronics & information industry zone, which will ensure OVC to be the national top and international fist-class open-to-the-world optoelectronics & information industry base.

--increasing the annual output value to 100 billion RMB, and becoming the important increasing and supporting pivot for economic development of Wuhan city and Hubei province, so that it can enhance the application of optoelectronics & information in traditional industry and promote the development of the related industry.

--Speeding up the industrialization of its technical achievements through project fission and recombination, forming a number of industries with independent property right, propping up optoelectronics & information cooperation groups, and establishing 3-4 companies (or Co. Groups) with a revenue total more than 10 billion RMB, and 7-8 companies (or Co. Groups) with more than 5 billion RMB.

--adopting various forms of cooperation, and actively encouraging big optoelectronics companies or consortium, home and abroad, to merge with companies here, so as to strengthen the industry, promote products quality , and undertake big projects.

--establishing a number of key basic subjects related to the optoelectronics & Information technology, and constructing OVC into the national first-class research and developing center, an academic exchanging center, a training base, and a well combined model base of study, research, and industry.
